Cindy Allen-Fedor

Cindy has over 30 years' experience. 

Cindy Allen-Fedor is a Registered Nurse with over 30 years’ experience, having worked in health plan administration, and consulting. Cindy has been an NCQA Nurse Surveyor since 1996 and has trained/presented on delegation and credentialing. Cindy’s areas of expertise are quality improvement, complex case management, case management for long-term services and support, population health, credentialing, and delegation.  Cindy joined Managed Healthcare Resources in 2017 as a Healthcare Consultant.

Before joining MHR, Cindy served as Executive Vice-President for the Metro Health System, now named the University of Michigan (UM) Health-West, in Grand Rapids, Michigan. UM Health-West is an integrated healthcare system with one acute care hospital, ambulatory surgical centers, an oncology center, and several primary care and specialty offices. Among her many responsibilities, she developed and implemented the corporate strategy for quality and patient safety.

Prior to joining Metro Health, Cindy served as the Director of Quality at Priority Health, a managed healthcare organization in Grand Rapids, Michigan. Cindy was responsible for successfully leading the organization through its first and sequential NCQA Accreditation surveys.

Cindy has extensive experience with NCQA as a surveyor, faculty member, developer of standards, and editorial board member.

As an Administrative Nurse Surveyor, Cindy has surveyed organizations including:

  • Managed Behavioral Health Organization (MBHO)
  • Health Plans
  • Credentials Verification Organization (CVO)/Credentialing
  • Utilization Management (UM)
  • Case Management /Case Management Long Term Services and Supports (CM- LTSS)
  • Population Health
  • Model of Care (MOC) programs NCQA approval process for CMS
  • Patient-Centered Medical Homes (PCMH)

While a member of NCQA’s faculty team, Cindy was instrumental in developing standards and conducting seminars on PCMH, and in writing the first PCMH Certification exam. She was instrumental in developing NCQA’s LTSS standards and pilot surveys.

Cindy has conducted NCQA seminars on basic and advanced credentialing and delegation and continues to do the same for MHR’s Training program.   

Cindy has a Master’s in Public Administration with an emphasis on healthcare, a Bachelor of Health Science, and an Associate’s in Nursing. Cindy is a Certified Professional in Healthcare Quality (CPHQ) and an Accredited Case Manager (ACM).

Cindy loves consulting because she is passionate about teaching. Cindy is married. She and her husband love to spoil and play with their two dogs, Maggie, a Bernese Mountain Dog, and Lucy, a French Bulldog. Cindy also loves art and classical music. She is an avid reader of everything.
