Cindy Allen-Fedor has been a healthcare consultant since 2012. Her areas of expertise include quality improvement, complex case management, case management for long-term services and supports, population health, credentialing, and delegation. As a consultant, Cindy has successfully guided and assisted organizations to the achievement of Accreditation or Certification.

Cindy became an NCQA surveyor in 1996. As an Administrative Nurse Surveyor for NCQA, Cindy has surveyed the following types of organizations including:

  • Managed Behavioral Health organizations (MBHO)
  • Health Plans
  • Credentials Verification Organizations (CVO)
  • Credentialing organizations
  • Utilization Management (UM) organizations
  • Case Management and Case Management Long Term Services and Supports (CM- LTSS) organizations
  • Population Health organizations
  • Model of Care (CMS) Programs
  • Patient-Centered Medical Homes (PCMH)

Cindy is also a member of NCQA’s faculty team. Cindy initially conducted seminars on PCMH Certification in 2017. In 2019, Cindy added an introduction to credentialing and delegation, and advanced credentialing and delegation to her list of topics.

Cindy has participated with NCQA in other activities. Cindy was instrumental in the development of LTSS. Cindy conducted pilot surveys of organizations using the first draft of the LTSS standards and provided feedback to NCQA. Cindy also participated in the development of the first PCMH Certification exam. She also served as a member of NCQA’s Editorial Review Board.

Prior to beginning her career as a consultant, Cindy served as an Executive Vice-President for the Metro Health System in Grand Rapids, Michigan. The Metro Health System was an integrated healthcare system with one acute care hospital, an ambulatory surgical center, twenty community clinics, and approximately eighty physician offices. Cindy was responsible for the development and implementation of the corporate strategy for quality and patient safety.

Cindy is a registered nurse. She has a master’s degree in Public Health with an emphasis on healthcare. In addition to her degree in nursing and a master’s degree in Public Health Administration, Cindy is a Certified Professional in Healthcare Quality (CPHQ) and an Accredited Case Manager (ACM).
