Jean Lockington MA, RN, PCMH-CCE

Jean has over 25-years of experience. 

Jean Lockington is a Registered Nurse with over 30 years’ experience working in managed care. She has been an NCQA Surveyor since 2009. Her expertise is in quality improvement, new business development, accreditation preparation, Patient-Centered Medical Home, and assessment of documents for the Special Needs Plans Model of Care. Jean joined Managed Healthcare Resources in 2016 as a Healthcare Consultant.

For over 25 years Jean was a Senior Executive with extensive experience in managed care, notably with HMOs across multiple lines of business and with behavioral health programs.  As Clinical Director for a Staff Model HMO, she implemented principles of Total Quality Management for a Medicaid line of business. She also held positions of Quality Improvement Director with two additional HMOs where she oversaw CMS, State Regulatory Compliance, HEDIS, and NCQA surveys.

While at the New Jersey Children’s Behavior Health Program, Jean implemented a quality Improvement program and infrastructure and was project lead for the successful implementation of newly awarded HMO’s behavioral health programs for Medicaid and Medicare line of businesses.

Before becoming an NCQA Surveyor, Jean led organizations in attaining NCQA Health Plan Accreditation (HPA), Patient-Centered Medical Home/Patient-Centered Specialty Practice (PCMH/PCSP) Recognition, and CMS Model of Care approval.

After becoming an NCQA Surveyor in 2009, Jean has led surveys for HPA, Managed Behavioral Health Organization (MBHO), Multicultural Health Care (MHC), Utilization Management/Credentialing (UM/CR), Credentials Verification Organization (CVO), and on Special Needs Plan (SNP) Model of Care documents, (Institutional and Dual-Eligible Special Needs Plan Programs). Jean obtained the Certified Content Expert (CCE) Certification for PCMH and participated in developing the NCQA exam. She was selected by NCQA to perform initial reviews of the Oncology PCMH certification. Jean participated in the PCSP Advisory Council for NCQA.

Jean worked as adjunct Faculty for six years teaching “Quality in Health Care Administration” and revising the course from paper to web-based at St. Joseph’s College in Windham, Maine.

Jean received a Diploma in Nursing from Our Lady of Lourdes School of Nursing, Camden, New Jersey, a Bachelor of Professional Arts from St. Joseph’s College, Windham Maine (Health Care Administration track), and a Master of Arts in Human Services (Health Care Administration track) from Rider College, Lawrenceville New Jersey.

Jean enjoys traveling, being in her North Carolina home for the summer, and Disney World.
