Rebecca Spicer joined Managed Healthcare Resources in 2021 as a Health Care Consultant.  With over 40 years of experience in healthcare delivery, Rebecca is a seasoned leader with a track record that encompasses both health system and managed care strategies, achieving sustainable demonstration of both high reliability and performance improvement.  She provides consultative assistance to various healthcare organizations in the areas of quality and medical management for commercial, Medicare and Medicaid populations.  Specific focus areas have included quality structure optimization/quality program transformation to realize efficiency and desired outcomes, CMS model of care compliance, NCQA® and The Joint Commission® accreditation preparation, HEDIS® and Star rating improvement, health analytics platform vendor transition, and medical management system/process redesign.

Rebecca’s current consulting engagement involves assisting a third-party administrator to establish a sound structure and processes in its support to a regional Medicare Advantage plan.  Acting as the interim Vice President of Quality Operations, she assists the compliance and quality teams to manage delegated activities in a coordinated, efficient and effective manner, and initiate improvement when warranted based on reliable trended data.  Her most recent past consulting assignment involved specific emphasis on health system cross-continuum care, invoking quality principles to shepherd organizational determination of actionable clinical priorities, given the vast array of potential opportunities.  Again acting as an interim Vice President for this Midwest regional health system, significant effort was also placed on determination of appropriate workforce talent and engagement of key organizational stakeholders to attain performance excellence.  Her most recent past employment includes serving as the Senior Vice President of Clinical Programs for Avalon Healthcare Solutions, and the Vice President of Field Quality Operations for WellCare Health Plans. 

Rebecca holds an MBA in Quality Leadership from Saint Joseph’s College of Maine.  The focus of the program was development of high-performance organizational leaders who understand the importance of integrating the qualitative aspects of healthcare delivery (ethics, patient experience/safety, access), with the quantitative and measurable (market share, cost, ROI) to achieve quality and demonstrate value.  She further has a BS in Nursing, graduating Magna Cum Laude from Otterbein College, and an AS in Applied Science from West Virginia University.  She has been recognized as a Certified Professional in Healthcare Quality (CPHQ) since 1999.
