Rebecca joined the team in 2021

Rebecca Spicer is a Registered Nurse with over 40 years’ experience in healthcare delivery, encompassing both health system and managed care strategies across multiple populations. Her NCQA experience includes CMS model of care compliance evaluation, survey preparation, and HEDIS and Star rating improvement. Her expertise is in quality optimization and program transformation, health analytics vendor transition, and medical management system and process redesign. Rebecca joined Managed Healthcare Resources in 2021 as a Healthcare Consultant. 

Rebecca has held positions of Senior Vice President of Clinical Programs for Avalon Healthcare Solutions, and the Vice President of Field Quality Operations for WellCare Health Plans. 

She consults with various healthcare organizations in the areas of quality and medical management for Commercial, Medicare, and Medicaid lines of business.   Rebecca has held interim roles as Vice President of Quality Operations and Vice President for a Midwest regional health system. In these capacities, she assisted compliance and quality teams to manage delegated activities, initiated improvement activities based on reliable trended data, and worked with organizational stakeholders on attaining performance excellence with workforce talent. 

Rebecca holds a Master of Business Administration in Quality Leadership from Saint Joseph’s College of Maine; a Bachelor of Science in Nursing, graduating Magna Cum Laude from Otterbein College; and an Associate of Science in Applied Science from West Virginia University.  She is a Certified Professional in Healthcare Quality (CPHQ) since 1999.

Rebecca loves adventure vacations where she can hike, bicycle ride, and kayak, and spend time with her four children and their families including three elementary-age grandchildren.
